Probably because he wanted to be the main star of a drama. Ha Ji Won is the headliner and he would have been 2nd male lead although the character gets more screen time than the 1st male lead (Jo Jin Moo) a lot of the time and likely to increase once it gets into Ha Ji Won being part of the Emperor's court/concubine.
