can someone explain what the black card is??? 

is he going to serve in the military??? 

 

If his district/region receives enough volunteers that enlist, then the others (including Bambam) might not have to pick cards at all... But if they don't receive enough volunteers, Bambam (& others) will have to choose a card...If he chooses a black card, then he is exempt. But if he chooses a red card, then he will have to enlist.
