The answer is pretty obvious. It was all pure strategy. Before they put Jessica on the list for 2012, all the previous years' videos view count ranged from 100k - 500k. But when they put Jessica at #5 the video reached into the millions. So they probably did their research, and realized that putting many female Korean idols would increase the view count. And they were right.
