FBI director James Comey has told Congress the bureau is reopening its inquiry into Hillary Clinton's emails.

Investigators have discovered new emails "in connection with an unrelated case... that appear to be pertinent to the investigation", he said.

Mr Comey said investigators would determine whether the emails contain classified information.

The FBI has already found the Democratic candidate had classified information on a private email server.

Mr Comey had previously called Mrs Clinton's handling of classified information during her time as secretary of state "extremely careless", but cleared her of any criminal wrongdoing.

The FBI chief said in his letter to Congress he "cannot yet assess whether or not this material may be significant, and I cannot predict how long it will take us to complete this additional work".

How big is this? Anthony Zurcher, BBC News, Washington

It could be nothing. It could be everything. And it almost certainly won't be resolved before Americans head to the polls in just under two weeks.

The letter from Mr Comey to Congress is frustratingly vague. There's no information on what the "unrelated case" is that led to a re-opening of its investigation into Hillary Clinton's server, for instance, or how many emails are in question. That will only fuel the rampant speculation already breaking out, with leaks from "government sources" in the coming days sure to fan the flames.

Mrs Clinton's critics will go on the attack, using the latest news to support their claims that the former secretary of state engaged in malfeasance. Her supporters will spend the next few days in a defensive crouch, trying to assess how bad the damage could be What's certain, however, is that whether this turns out to be a big deal or not, it places the spotlight on all the wrong places for the Clinton campaign. It all but guarantees that even if she wins White House, the early days of her presidency will be dogged by this long-running political imbroglio.

The potential bombshell comes just 11 days before Americans go to the polls in the presidential election.

Mrs Clinton is five points ahead of her Republican rival Donald Trump, according to a Real Clear Politics average.

At a rally in Manchester, New Hampshire, Mr Trump told a cheering crowd: "They've reopened the case into her criminal and illegal conduct that threatens the security of the United States of America.

"Hillary Clinton's corruption is on a scale we've never seen before. We must not let her take her criminal scheme into the Oval Office."

The revelation that she broke federal rules by running her own email server out of her home in upstate New York and handled sensitive information has damaged her trustworthiness ratings with voters.

The House Judiciary Committee Chairman Bob Goodlatte said it's clear Mrs Clinton "committed wrongdoing and jeopardised national security".

"Now that the FBI has reopened the matter, it must conduct the investigation with impartiality and thoroughness," he said.

Kellyanne Conway, a spokesman for Mr Trump, said on Twitter, that "a great day in our campaign just got even better".

Paul Ryan, the highest-ranked elected Republican, called the decision "long overdue". He renewed his call for the Director of National Intelligence to halt classified briefings for the Democratic candidate.

"Yet again, Hillary Clinton has nobody but herself to blame," the House of Representatives Speaker and Wisconsin congressman said.

"She was entrusted with some of our nation's most important secrets, and she betrayed that trust by carelessly mishandling highly classified information."

FBI reopening investigation of Hillary Clinton email server

(CNN)FBI Director James Comey told lawmakers Friday the bureau is reopening the investigation into Hillary Clinton's personal email server, a surprise development 11 days ahead of the election.

After recommending earlier this year that the Department of Justice not press charges against the former secretary of state, Comey said in a letter to eight congressional committee chairmen that "recent developments" urged him to take another look.
"In connection with an unrelated case, the FBI has learned of the existence of emails that appear pertinent to the investigation," Comey wrote the chairmen. "I am writing to inform you that the investigative team briefed me on this yesterday, and I agreed that the FBI should take appropriate investigative steps designed to allow investigators to review these emails to determine whether they contain classified information, as well as to assess their importance to our investigation."
Comey said that he was not sure how long the additional review would take and said the FBI "cannot yet assess whether or not this material may be significant."
Law enforcement sources say the newly discovered emails are not related to WikiLeaks or the Clinton Foundation. They would not describe in further detail the content of the emails. It's also unclear whether the emails in question are from Clinton herself.
Clinton's campaign learned of the news while they were aboard a flight to Iowa.
"We're learning about this just like you all are," a Clinton aide told CNN.
The surprising news jolts a presidential race that had largely settled as Republican presidential nominee Donald Trump struggled in national and key battleground polls. Now, Clinton will be placed back on the defensive and forced to confront yet again questions about her trustworthiness.
Trump pounced on the news at the opening of his Friday afternoon rally in Manchester, New Hampshire.
"Hillary Clinton's corruption is on a scale we've never seen before," Trump said. "We must not let her take her criminal scheme into the oval office."
Trump's campaign manager Kellyanne Conway tweeted after the news broke, "A great day in our campaign just got even better."
House Speaker Paul Ryan said Friday that Clinton betrayed Americans' trust for handling "the nation's most important secrets."
"This decision, long overdue, is the result of her reckless use of a private email server, and her refusal to be forthcoming with federal investigators," Ryan said in a statement. "I renew my call for the Director of National Intelligence to suspend all classified briefings for Secretary Clinton until this matter is fully resolved."
The Department of Justice declined to comment Friday.
Despite lashing Clinton's email practices as "extremely careless," Comey declined earlier this summer to suggest prosecution. That move was instantly was lambasted by Republicans -- some of whom decried the department's politicization. Comey eventually was called to Capitol Hill to testify and defend the FBI's integrity and decision process.
CNN's Phil Mattingly, Evan Perez, Jeremy Diamond and Pamela Brown contributed to this report

I can't wait for this election to be over. Both sides have been a complete mess.

This is the first American Presidential election I've been keeping an eye on because it baffles me- it really does- how the obvious contender inappropriate for the White House (Trump) may actually have a chance at this presidential race.  It really tells me something of how unhappy approximately half the population is with the establishment.  I honestly would like to see how Hillary will win this at all; if she is elected, she will always have a shadow of doubt following her concerning the missing 30,000 e-mails.

If you are talking about Hillary here, then I must say Trump is definitely not someone who is appropriate for the white house either. This is a country, not one of his businesses that he can run to the ground. At the end of the day though, the thing you need to pay more attention to should be who will be in congress than who will be president, because they have a lot of power.

I was actually talking about Trump as he has no experience in politics.
