For sexy school girl concepts it's obviously designed to get an older audience, but for ones like Lovelyz, GFriend, etc, whilst they might not all be still in school them doing the concept is by no means sexualised. But I also think that they appeal to a lot of younger fans as well, especially girls. I think companies use this a lot because it appeals to both older and younger people even if it's for different reasons.
