It would be very easy for the 16 year old to be taken advantage of, and I would side-eye any 21 year old willing to date that young. 18 and 23 is fine though. Like even if you think you're mature enough, you're not. also, if "dating" includes sex in his point of view, I'd let it go. But it's just imo. For 16, 18 and now approaching 21, I've changed a lot and I don't think I would have been ready for a relationship with someone more than 2-3 years older at 16.
