Units like 127 and Dream showcases different concepts and styles. Like how NCT 127 is a bad boy swaggish unit and how NCT Dream is a youthful cute unit with younger members There will also be international units too, NCT Shanghai will debut later this year. The members you saw in NCT U aren't necessarily all leaders of other units, though some of them will happen to be. So next comeback NCT U will have a different member lineup. The other of the units will presumably operate as a normal group, with set members and a leader. NCT DREAM is speculated to have Mark as the leader. Some members will be recycled between subunits. NCT 127 is the first regional team that promotes in Seoul and internationally in areas without an NCT team. It's rumored the next regional units will be Japan and China. Regional units are supposed to exist in and adapt to their area's music scene. The goal of NCT is to give SM roots in different locations. From what it looks like NCT Dream is for younger NCT members and may be a step beyond SMRookies, a team that can give the younger members actual promotional experience before being sent to a regional team. How they put members and create the concept of each unit is the choice of SM. Understanding about "rotational" and "fixed" just makes things more confusing (I'm afraid even SM are unsure about NCT's direction in future).
