China films 500+ dramas a year, most of them never see the light of day. Maybe they are hoping the ban gets lifted in 2-3 years and they might actually be able to sell it. Most movie/drama investors already know the huge risks involved, they probably figured since money was already spent, might as well finish it. For most of these investors though, one drama or movie is like a drop in the bucket though, so not a huge loss.
