Once the person sent me the wrong product (it was a bookmark set that was supposed to only have one member of a group but it had all of them) and another time I never got the albums I ordered. Both sellers gave me full refunds though. I would say it's pretty safe if the person has a high rating of feedback (I try to only buy from people with above 98% and I always read the negative feedback before buying or bidding). I would never buy an ""autographed"" album/photocard/pic/etc. on there tho from a random seller who didn't have a good rep built up for themselves because it's most likely fake lol. As with any vendor website (eBay, AliExpress, Amazon, etc.) just be aware of who you're buying from. Look at item descriptions, feedback, comments, number of sales and how long they've been selling. But yea, don't excpect the photocard to still be in there If the listing description says photocards are included, they will be included.
