What I was told was that within each group there will be two "runner ups" and from those only one will emerge. The finalists from both teams will go head to head.

 

I was confused too because it seemed like both girls were picking the ones with the most potential first and Seunghee's reasoning for picking Kei was that she has a tone that Seunghee doesn't have. It sounded like she was strategically picking people who would make her team stronger.
