In that section is for example best movies, best songs, best music videos etc of the year by TIME's choice. Those are basically awards given by TIME for what TIME thought was the best of the year. Then there is a completely other section for "Pop Culture and Social Media". In that section is for example Best viral video (which Psy won), best scandals, best feuds etc etc. Those awards are not about quality of work, it's all about what got most attentions in fandoms and in social media. Look at the the other vids, there's one about about a guy getting spooked in a car, the hilarious black guy who rescues those captured girls ("Dead Giveaway" LMAO) etc. It's not best music videos.
