Hollywood movie budgets are from China, but (where are the) i think this is what he omitted conditions to shoot in China and to use Chinese actors? If China's spending power and the money from China going to Hollywood studios can out compete the US and other Western countries (and the potential box office drop off from those countries) he'll get his demands.
