The maknae of SMROOKIES was introduced at 11. Im not surprised. 

 

Also, I think they will keep introducing some top trainees really early for them to build a fandom while growing up just like they did to the younger ones of smrookies, the girls and boys participated (fixed) in Mickey Mouse Club. Its like SM wants to build a fandom that will grow up with the idols.
