There's also a multitude of scholarships from Tianjin University. There's a lot but the International Scholarship of Bachelor Program in Chemical Engineering at TU provides tuition fee and partial living expenses for a total of 48,800 RMB (7,700 USD) The partial scholarship provides same 20,000 RMB but only 1400 RMB for living

I've tried to apply this China Government Scholarship but didn't get in mainly because i was so confused with the applying procedure. I got accepted into a university without the scholarship since I didn't apply for the scholarship.
If you want to try this, you should give it a try. I asked help from someone who got in and might be applying for one next year.
You can apply for any course in any universities in China.
