Gotye: Worthy of a Eurovision Song Contest entry?

Guy Sebastian and Dami Im have (back in May 2015) and will defend (this Saturday) Australia in the Eurovision Song Contest. However, the country down-under has a weapon that, should be unveiled, will provoke massive awesome.

 

Is he worthy for representing Australia in 2017 (should they be allowed to compete in the EBU's TV institution) or Belgium (as he has Belgian ancestry).
