The witch only saw one kid with glowing hair and didn't notice the other one (probably in a separate crib) and took the baby. Once they found this out they could have sent their other daughter to another neighboring country, most likely one of the parent's sibling, and had her hide there. Elsa's dad wasn't sure if Elsa was born or cursed with magic when he was asked by the troll. These two things stood out to me the most. Link to comment Share on other sites More sharing options...

If you go by disney's tangled then yea I could see it happen I was going by Disney. I have another theory on Rapunzel's witch and Beauty and the Beast Witch/Enchantress.
