It works 100% for me and I've been making quick gifs like that over years. I could show you that it works for me but it isn't worth it. Note that what you said is right, but that only happens if you link it to a smart object first which is what you shouldn't do. But someone else could try it and see if it works for them If you think that works. Rasterisation usually reduces the image to one flat layer, and thus limits editability to a minimum.
