Photoshop's probably the best, most of the free editing software that actually even let you work with gifs have really stupid limits to what you can do with them. Oh, then I guess that's something that the mods would need to clear. They don't allow any other links posted on here that lead to downloadable content so I figure it'd be the same for video. But I mean if you just want it simple and such, there are plenty of sites that do video to gif or photos to gif. There are links everywhere on the internet where you can download it for free. you just got to have patient to find the right link. The best free one is gimp. It's pretty similar to photoshop without the huge price tag. the quality isn't that good and you need another program to take screencaps like the kmplayer.
