This is what happens when you ignore a problem until you have absolutely no choice but to respond to it.  I wonder what health implications this is having on their population long term because the air didn't just all of a sudden become to bad to breath in.  They've been breathing this in for years it's just that it's getting worse because changes aren't being made.
