Final Fantasy VI and Final Fantasy VII are the best FF games IMO....FFVI brings the game into a whole new level while Final Fantsay VII change the world of RPG

But that's not all both rpg IMO have the most very well written story and characters specifically VI...and you can't go wrong with Kefka although this psychopath doesn't have any backstory (which is suck) he resembles what a true villain is and yes he is the best true villain in all FF series (excluding any character development, backstory). As for FFVII a great plot even though at first cloud was a jerk after showing his backstory all you can do is symphatized with hime such a complex character and i think Sephiroth has the best written in terms of characterization and backstory and who could forget the best scene ever in all FF series when Aerith died in the hands of Sephiroth.

 

FFVII, FFVI are two top FF game for me and only FFIV comes in second.
