the phrase "Just as the president ate," is a dependent clause, so it would be incorrect to start the next clause with a conjunction

oh haha i just saw your thing gotcha... what would it be then?

it's not really an idiom, it's actually an adverbial phrase. but the relevant thing is knowing that it's not a full clause but just a little fragment

 

and mess @ the sat, i'm team act all the way

 

edit: so the full sentence would read: "Just as the president ate, the board made no decisions between the corruption scandal and the debt crisis.

B - 'libraries' is plural, therefore B being in the singular is incorrect.

E - (although I'd correct it further to 'and so only a few are in captivity'). B sounds fine to the ear, but I think it's not quite grammatically correct when written - should be more like 'and very few are in captivity as a result.'

This is a very weird sentence. The [ate] is throwing me off. The implication is that the board was (not) making decisions while the president was having lunch or something?
