There are 80 countries against ISIS, 20 countries are doing minor help, while the 60 countries are the ones that are either currently attack and/or attacking ISIS. TL;DR: The 60 countries are part of the Coalition against ISIS and are the ones that contributed in huge amounts against ISIS .
