Is it true that groups with embarrassing debuts will never get popular?

Well, they're not top groups, but they're known.

They have small fandoms, never win on music shows (ukiss has only won one in all these years and ZE:A hasn't won any), have TERRIBLE physical AND digital sales. They ain't popular sis. ZE:A's worth is in their acting/variety members who are individually popular and Ukiss only has international attention to a certain extent.

(excluding girls' day)

I think U-KISS built up more of a fan base with Kevin MCing on ASC.

They're not nugus nor top groups.

Red Velvet? The M/V to their debut song contained images referencing the bombing of Hiroshima and Nagasaki as well as the tragedy of the 9/11 attacks. That was pretty embarrassing (to put it mildly). Many here even posted to say they're finished even before they started.

But they've managed to get over that faux pas and now lead all the new girl groups in terms of popularity.

It has, but for some odd reason you excluded the main example of it (Girl's Day), probably because you just randomly felt like shitting on ZE:A and U-KISS

i'm not shitting on ze:a or u-kiss tho? is it a lie that their debuts were cringy? lol. If girls' day is the only example of a group that has overcome their bad debut (they were the only ones i could think off), then clearly my initial statement hasn't been debunked.

oh, I forgot that was their debut tbh.

I didn't say it was a lie, just questioning the purpose of you making this thread.

To answer your question, I don't think this is an actual thing. How many groups who have terrible debuts get to stick around or actually improve? Then you have the million groups who have good debuts but still never get popular. Just having a bad debut doesn't curse your whole career. There's so much more that goes into popularity. Your topic was poorly thought-through and you had an answer already, that's why I thought maybe you posted anyway for the fun of calling them flops. Can't blame me.

If you would like another example

They didn't exactly get popular, but A was a success and they could've been popular if DSP properly utilized that success.
