HALP! Windows 8 Mircrosoft Reader/Suggestion for PDF Annotator?

How the hell do you annotate on Windows 8 "Reader"??? I can click info and it telling me it can add notes and highlight, but how in the world do you do that?

 

I tried saving it as a local file (suggestion on interwebs) and still the same.

 

I have that class today. Please help?

 

Or even better suggest to me a free PDF annotator/editor?
