If a bee stings you, you're gonna hate all bees. If all the men you've dated are rude and mean to you, you're gonna hate all men. If a gay person shoots you in the stomach, you're gonna hate all gay people. It's not as much as hate as an institution but hate from experiences. Besides, hating on either a group of people or the "institutions" that supposedly represent that group, is not a healthy way to live and doesn't lead to anything useful. If an average person says "I hate (insert group here)", they probably mean it as a broad statement, generalising that group.
