Queen Mother from Moon Embracing the Sun should be on this list too as she attempted to kill a child using a spell and was despicable that entire run. Mishil did a lot of bad things but I really pity her character and it's sad that she wasn't royal born because if she is and was given a chance to rule in fair grounds I think she would have been a great leader.
