Obviously Tao was meant to be in Love Me Right (heck there's probably an MV out there somewhere with him in it and these were made before the whole ''Korea heals god's mistakes and China heals man-made wounds" thing, and so SM just wants to sell them all. So it would make sense for them not to sell his paper doll to begin with? But idk wtf is going on bts with sm and tao but w/e idk anything. Looking at the styling that's from Overdose era, seems like this is something that's already been designed for a long time? Oh yeah... that's true I didn't consider the fact they most likely have already been made for a while now, so yeah makes sense to sell what they've already produced and just not make anymore after.
