Generally Yang Mi and Liu Shi Shi top poll rankings and that's because in general they have a lot of fans, cause they act in idol dramas and movies. Fan Bing Bing is well known to the public though and has a lot of public recognition. She has a lot of star power and is quite popular, although it's not really because of her acting.... Most people do not care about her outside of her spectrum though (The only Chinese actress I can think of that has made a true international breakthrough is Gong Li, but it would be an insult to compare to fan bing bing). People who have followed here career probably don't care enough to vote on a simple popularity poll to be honest, but they'll go out and see her movie. She's multi-talented (no one's saying she's the BEST actor ever) and she has a special aura that demands attention from the general population, not just a few passionate teeny boppers. I'll say Fan Bing Bing is more liked internationally than in China even though she is the #1 actor because of her not so great reputation by the media. Not every poll are exact representative of fandom power either, For chinese awards polls are predetermined based on attendence,So most fanbase don't actually care about chinese polls.
