Only netizens and the industry. The actual fanbase who buys music only cared for about a week, tops. The real reason why Treasure Box isn't selling is because most of the content has been pre-empted on the Japanese market already. Bunny Style sold extremely well and is probably on track to be a gold record by the end of the year, that would have been MORE affected than Treasure Box if the bullying thing was a factor. No performances and only a couple of short TV appearances at horrible times (24:00 and I think it was 07:00 or 08:00 on a work day). But it's a massive disappointment considering that they sold as many tickets to the Budokan as they sold albums during the first week. And now they're going on a tour and need to sell about twice as many seats as they sold albums. Hopefully they sell out the tour and people buy the albums there.
