It depends. The members and staff decide together who is better for a certain concept/song. Sometimes all of them are in it, sometimes just certain members are. It obviously has a little to do with popularity, too (seeing as Ami is in everything. Reina is E-girls' main vocalist and SAYAKA is E-girls' lead dancer, though, so those two members have an excuse).
