I'm so confused as to what the numbers mean

for e.g, right next to Afghan and under 2010 there is a number 103, but what exactly is that signifying?

or the ratio of the working age population to the dependent population

It looks like it's the ratio of dependents (defined by them as being under 15 and older than 64) per 100 of working age condition.
