You can chart now with 30 seconds of your song in a video if you can muster enough views. And those aren't rumors. She's filling her promotional obligations she had already signed on for her new album still. I'm sure "SOTS" and "GW" will make her new album, seeing as they both were a part of promotional campaigns, but the rest of the album is being changed. It wasn't released to sale or radio, but it had a $50 million promotional deal to advertise over 30 seconds of the song, making it eligible to chart, something it still failed to do. But she did. They had the tour, new L'Oreal ads, whatever SOTS was for, Pepsi ads, the SuperBowl and countless other promo spots lined up for the tour. You could argue that we don't know why the album was scrapped and started again, but it's more than clear that she didn't get to release what was originally planned.
