Firstly, C-Clown stands for 'Crown Clown'

So to see the meaning, cover the C & N.

Row like a King, Low like a Clown

These are deliberately irony made statements

The first part: ROW like a King. Have you seen a King row? Or for that matter, why would a King row? He’s the King! That’s the irony. A king wouldn’t do anything like that. But still they are just humans.

The second part: LOW like a Clown. Clowns are never low, they are always happy. But they can’t forever be happy right?

They wanted the idea of a King being humble and a Clown who isn’t always about jokes and foolishness. It’s the idea of staying humble & that we are all just HUMANS.

Hence, the concept of a Clown becoming a King.
