The stylist choose their clothes so each member have their own clothing, no one picks it first because it's not like they choose what they like among a heap of clothes. For instance Jessica gets high waist shorts paired with hair band while Tiff gets those fluffy leg warmers for IGAB. But behind the scene the stylists obviously give the most thought to the most relevant members.

 

There are also times when clothes are kinda similar so the members just pick among themselves, usually in order of age or any other order the group has came up with.
