Anyway, Custom Moves change the specials only, and it changes a LOT, some character get AWESOME with the right custom moves, but generally the same animations and whatnot~ Palutena's custom moves are all 100% different tho! and unlocked from the start. Best newcomer is Rosalina & Luma if you mean by how good they are, Pac-Man is the funnest tho or Duck Hunt Duo or Robin, IDK D: Little Mac isn't that good, his recovery is shit toss him off stage and he won't come back easy.
