Apparently they had a ban or something and that prevented companies to launch their consoles for a long time. I remember when I was a kid and I was visiting Hong Kong I bought a modified PS2 without any problems, I'm not sure if thats maybe because Hong Kong has different set of rules from the mainland or what.
