A) They'd not only have to have some money, but also be some sort of psychological genius to fool people into thinking BarBarBar is a good song and convince all those other idols/stars to randomly dance to it at various random times. That seems likely....
B)Or yes, maybe it turns out that BarBarBar is actually a likable fun song and routine that is good enough and catchy enough and it caught on.
I'm going to go with theory b.

Think of it this way, maybe they are planing for people to think it will suck something awful, that way, when it only sucks pretty bad, that is better then expected. It may be a brilliant strategy.
