Firstly, it's an agency thing and fewer members have been signed to one in recent years, mainly because curent members lack mainstream popularity. Secondly, when AKB was at its peak, it was only "natural" to give solo singles to popular members (group releases --> unit releases --> solo releases). I don't think we're in that kind of dynamic anymore.
