    This is only my personal opinion so the chances that reality isn't like this are pretty high but I think that Closer sold less than Cupid because it's a slow song. People are more attracted to catchy songs like Cupid while for songs like this there are 2 possibility: you love it immediately OR you have to "study" the song, listen to it more than 1-2 times for fully understand and appreciate it. If OMG were a popular and already established group, the public (both korean and international) would have the patience to listen to it, search for the lyrics and even watch it live but, sadly, OMG isn't that popular yet...
