She's not supposed to be picked for healing and she has more in common with a tank (more like an off-tank) but I guess they're classifying her as a support to encourage people to still have two tanks and make her occupy the spot of a secondary healer. So from her kit it appears her main purpose is to peel for her team and also seems handy at neutralizing diving and flankers. I don't even have PTR but the shield bash seems very powerful when used correctly as it works like the McCree stun but with her shield and sustain it makes it perfect for peeling and pushing forward.
