They seem to be working when I looked. Try refreshing. Right click, open up notifications in a new tab, delete your notifications, and then it should be working from there. This happens when you receive a notification from someone with a special character in their name.

It depends on the type of badge you are referring to. The badges that have anime pictures can be bought in the marketplace. The unique badges (such as the Jack Sparrow badge I have displayed), can be won during the upscale events that the events team host. I personally have mine as a perk for being a moderator. Controversial discussion isn't forbidden, and when/if that threads turns ugly it will be closed. The replies in that thread are tasteful and contribute to a conversation that is currently happening in the U.S. Now, look at the thread you just linked and see that the intention is to bash, and was not created to have a conversation that is sensitive and controversial. The OP clearly stated why they hated the fandom they are speaking about. Do you see the difference? I surely hope that you do.

That's not something we can answer for you. I suppose when the site traffic returns to normal we will no longer need these periods of safe mode (but I can't give you a specific timeframe).
