It's a bit more complex than that so I would have to disagree. K-pop is heavily inspired by J-pop but J-pop also took inspiration from American music, of which Black musicians make up an integral part. IMO the main differences between K-pop and J-pop are: 1) a bigger focus on looks 2) a more extreme/cruel training system 3) a more heavily produced sound The first two seem more attributable to cultural differences than contemporary Black American music. I'm not sure where the third difference comes from. Maybe it's due to a different education/culture among South Korean producers, maybe it's influence from Scandinavian producers?
